It was mostly because of the second string DL vs. the first string OL. With Perry and Woods out, Avery and Newton were with the ones. And that meant the second string line had guys like early enrollee Sed McConnell and juco transfer Anthony Shipton starting. Those guys couldn't get any push (only Marc Mondesir was able to, which reminds me that I need to add him to the chart above). So Peters could just stand there and throw practice passes.
